1. Senate Bill Number 063- Proposal to revise the ASWNMU Constitution. Revisions will include the following items:
” The grammar shall be corrected within the ASWNMU Constitution and Bylaws.
” The Transfer of Clubs from Student Government to Student Life starting fiscal year 2019.
” If the transfer of clubs is approved:
i. Article X Campus Clubs and Organizations shall be removed from the ASWNMU Constitution.
ii. Article II, Section II, Item D3 pertaining to Student Treasurer serving as clubs committee chair shall be removed.
iii. Senate Bylaws, Article IV, Section 1 pertaining to the agenda precedence of clubs and organizations shall be removed.
” The position of Senate Secretary shall be eliminated, and all position specific duties shall transfer to ASWNMU Executive Secretary.
i. Article VIII pertaining to the Senate Secretary’s description of duties, election and vacancies of position shall be removed.
ii. Article VI, Section IV pertaining to position duties of Senate Pro Tempore; ‘Senate Secretary’ shall be replaced with ‘Executive Secretary.’
” The position of Attorney General will be changed to include additional duties and responsibilities, which will include the following:
i. Article II, Section II, Item E8 will be changed to Item E9.
ii. Article II, Section II, Item E8 additions to duties will include holding three additional seats on both external committees within Western New Mexico University and internal committees within ASWNMU.
” The position of Governmental Affairs Director language will be changed to clarify duties and responsibilities, which will include the following:
i. Article II, Section II, Item F2 will change to state the following, “Serve as the official correspondent for any or all governmental affairs which includes local, state, and governmental platforms for the Associated Students.”
ii. Article II, Section II, Item F4 will change to state the following, “Represent student interests at local and state governmental affairs that are deemed important by the Associated Students.”
” With the changes being made to the position of Attorney General and Governmental Affairs Director the following changes must be made to scholarship stipulations.
i. Article VI, Section V, Item A should be changed to state the following, “All Executive Council members should receive scholarships. The scholarship will be $1,600.00 per semester for Treasurer, Executive Secretary, Vice-President, and President working 10 hours in the Student Government offices. The scholarship will be $1,280.00 for Attorney General working 8 hours in the Student Government office, and the scholarship will be $800.00 for Governmental Affairs Director working 5 hours in the Student Government office.
” The position of Associate Justice shall be eliminated, leaving one Associate Justice position rather than two.
” Addition of minimum requirement to Article VI, Section V. Item H shall state ‘A minimum of at least one semester of Student Government background shall be required for all incoming ASWNMU Presidents. This shall include all Universities/Colleges that hold Student Government Councils.
i. Article VI, Section V, Item G pertaining to election recommendations; ‘President’ shall be removed.
ii. If no student has such experience with student government/council in Higher Education, then the opportunity to run for President shall be extended to all students at WNMU.
” Language discrepancy needing to be changed in accordance with Article I of ASWNMU Constitution which currently reads:
i. Section II: All persons who are enrolled part or full-time shall be members of and will have full rights and responsibilities as the constitution outlines.
§ To address this language discrepancy, the proposed change to the Constitution is as follows:
a. Amended Section II will read: All persons who are enrolled part or full-time shall be eligible for inclusion into the ASWNMU via election or appointment and will have full rights and responsibilities as the Constitution outlines.

XI. New Business
1. Senate Bill Number 064- Proposal to revise the ASWNMU Constitution. Revisions will include the following:
Article VI, Section V, Item F will add a stipulation that states the following, “If the Student President is also an employee of Western New Mexico University, they can remove the salary for said position and replace with an additional scholarship. The Scholarship would be the following: Fall and Spring semester would be for $4,320.00 each semester and $1,020.00 for Summer sessions.
Within the purview of Associated Students of Western New Mexico University. Senate Bill 064 is sponsored by Senator Smith and cosponsored by Senator Chavez.
2. Senate Bill Number 065- Allocation of funds not to exceed $200.00 ($100.00 for Club fund, 3 pizza’s and 2- 12 packs of soda) and ASWNMU approved club event for payment for correcting grammar within the ASWNMU Constitution completed by Sigma Tau Delta, within the purview of the Associated Students of Western New Mexico University. Senate bill 065 is sponsored by Senator Moreno and cosponsored by Senator McGhiey.
3. Senate Bill Number 066- Allocation of funds not to exceed $600 for District 10 popcorn machine and supplies, within the purview of the Associated Students of Western New Mexico University. Senate Bill number 066 is sponsored by Senator Atencio and cosponsored by Senator Gonzalez.
4. Senate Bill Number 067- Allocation of matching funds not to exceed $141.09 for Circle K International, within the purview of the Associated Students of Western New Mexico University. Senate bill 067 is sponsored by Senator Chavez and cosponsored by Arganda.
5. Senate Bill Number 068- Allocation of matching funds not to exceed $93.67 for Social Work Club, within the purview of the Associated Students of Western New Mexico University. Senate bill 068 is sponsored by Senator Diaz and cosponsored by Senator Smith.
6. Senate Bill Number 069- Allocation of funds not to exceed $2,000.00 for ASWNMU supplies, within the purview of the Associated Students of Western New Mexico University. Senate bill 069 is sponsored by Senator Moreno and cosponsored by Senator Diaz.
7. Senate Bill Number 070- Proposed Student Fees for 2019 fiscal year, within the purview of the Associated Students of Western New Mexico University.
a. Art Activity will receive a continuance of $0.10.
b. ASWNMU will receive a decrease from $1.45 to $1.34.
c. Early Childhood Program will receive a continuance of $1.62.
d. Expressive Arts (Music) will receive an increase from $0.45 to $0.60.
e. Information Technology will receive a continuance of $8.79.
f. Media Technology Services will receive an increase from $0.55 to $0.80.
g. Library will receive a continuance of $0.80.
h. Mustang Entertainment will receive an increase from $0.50 to $0.55 with the expectation of them making Great Race and Homecoming even better with higher participation rates by collaborating with the various departments on campus such as, and not limited to, Student Life, Athletics, and Alumni.
i. The Mustang will receive a continuance of $0.15 with the stipulation that they move under Student Life. This is subject to them having the ability to pick their own advisor, manage their own budget with appropriate approvals and have freedom to write their own stories moving forward.
j. Outdoor Program will receive a decrease from $1.06 to $1.03.
k. Student Promotions will receive a continuance of $0.55.
l. Student Health Service will receive a continuance of $3.85.
m. Student Life will receive a decrease from $7.35 to $3.50 with the expectation that the gym hours will be expanded. This is subject to having an institutional budget of $4.00 to cover professional salaries and other University expenses.
n. Golf Course will be decreased from $1.46 to $0.00.
o. Student Research will receive a continuance of $1.00.
p. Supplementary Instruction will receive a continuance of $2.25 with the stipulation that they fully utilize the tutors they currently have for ALAS classes, before hiring new tutors if needed.
q. Athletics will receive an increase from $12.65 to $17.65 with the expectation that we see improvement with student involvement and overall performance and culture of Athletics.
