General Obligation Bond for Higher Education – $3 million
Upgrade and modernize campus
This year’s General Obligation Bond for higher education will provide critical funding to upgrade and modernize the Western New Mexico University campus. Investments will address aging physical and digital infrastructure while enhancing classrooms, learning environments and training facilities to expand educational opportunities for students and strengthen the campus for the future.
Modernize historic buildings and facilities
Support of GO Bond 3 will also help preserve and modernize historic buildings and facilities, protecting public investments that have served generations of students while ensuring these spaces continue to meet the needs of today’s learners and tomorrow’s workforce.
Moving New Mexico Forward
In addition to critical upgrades at Western New Mexico University, support for GO Bond 3 will fund projects across New Mexico that create local impact. Investments in healthcare, technology, education and workforce development will expand opportunities, strengthen communities and help prepare New Mexicans for the careers of tomorrow.

Home to WNMU|Deming nursing and health sciences programs, this state-of-the-art facility provides residents of southern New Mexico access to meaningful training in career fields that improve the quality of life for communities throughout the state while allowing students that ability to stay close to home.
Silver City: Harlan Hall Upgrades & Modernization
General Obligation Bond for Higher Education: 2016
Ensuring students have modern spaces to learn and train is critical to success. This project provided the funding necessary to upgrade and modernize labs and classrooms within the Natural Sciences wing of Harlan Hall.
This re-investment into existing facilities allowed WNMU to maintain historic buildings and facilities already paid for by the New Mexico taxpayer while providing upgraded resources for current and future students.
Silver City: Historic Graham Gym Upgrades & Modernization
General Obligation Bond for Higher Education: 2022
Constructed in 1936, Graham Gymnasium is one of the campus’s most recognizable historic landmarks. Higher Education General Obligation Bond C provided $2 million to preserve and modernize the facility while extending its useful life. The project addressed critical structural, mechanical, electrical and safety needs, including roof rehabilitation, masonry repairs, upgraded HVAC and electrical systems, LED lighting, new windows, and a modern fire suppression and alarm system. GO Bond funding also supported ADA improvements, including accessible entrances, interior transitions and restrooms, as well as improvements to pedestrian pathways and vehicular access along Old James Road.
